Lucy F. Simms was a well known and revered educator in the Black Community of Harrisonburg and one of the first teachers at Long's Chapel.
In the book Twenty Two Years Work, Hampton Normal And Agricultural Institute published in 1893 her birthplace is listed as Roanoke County, Virginia in 1859.  Other historians have listed her place of birth as Rockingham County and her half brother U.G. Wilson put Rockingham County on her death certificate.
